Introduction

The Road Safety Cell of Govt. Degree College, Nankhari was established in the academic session 2021–22 in accordance with the directives of the Supreme Court of India in S. Rajaseekaran vs. Union of India (2014). The Court had directed the formation of Road Safety Committees and Cells at various levels to address the rising incidence of road accidents and to promote a culture of safe and responsible road use across the country.

Following these directions, the Government of Himachal Pradesh encouraged educational institutions to establish Road Safety Cells to create awareness, educate youth, and strengthen community participation in promoting traffic discipline and accident prevention. The Cell at GDC Nankhari works actively to spread awareness on safe driving practices, traffic rules, and first-aid measures through rallies, workshops, competitions, and outreach activities in the surrounding areas.

Background

The formation of the Cell in 2021–22 was driven by the growing concern over frequent road accidents in hilly areas due to narrow roads, sharp curves, and careless driving. The college administration recognised the urgent need for continuous awareness and practical education among students and local commuters. Since its establishment, the Cell has been conducting road safety awareness rallies, poster and slogan-writing competitions, interactive sessions with traffic police officials, and training on first aid and emergency response, promoting responsible road behaviour among youth and the community.

Objectives

The main objectives of the Road Safety Cell are to:

  1. Promote awareness about road safety rules and responsible behaviour among students and local residents.
  2. Encourage safe practices such as wearing helmets, using seat belts, and avoiding over-speeding and mobile phone use while driving.
  3. Conduct awareness activities like rallies, workshops, and competitions on traffic safety and accident prevention.
  4. Collaborate with traffic police and government departments to organise joint programmes and community outreach.
  5. Train students and staff in first aid and emergency response to handle road accidents effectively.
  6. Identify accident-prone areas near the college and suggest safety improvements to authorities.
  7. Foster civic sense and social responsibility among students, making them active ambassadors of road safety.
